Maquoketa council approves $3.45M notes sale, $2.24M streets contract and multiple infrastructure bids

The Maquoketa City Council on March 16, 2026, approved a slate of financial and infrastructure actions, voting unanimously on a series of resolutions that included directing acceptance of a proposal to purchase $3,450,000 (subject to adjustment) in General Obligation Capital Loan Notes, Series 2026A, and awarding several construction and equipment contracts.
The council approved Resolution No. 2026-32 awarding the 2026 Maquoketa Streets & Utility Reconstruction contract to Eastern Iowa Excavating for Option B — Concrete and accepted bid alternates 1 and 2 for a total contract amount of $2,239,926.15. City Manager Joshua Boldt told the council that a start date for the project has not yet been set.
Council members also approved the Matteson Street Parking Project bid to Manatts for $173,904.74 (Resolution No. 2026-33); accepted a $19,057 curb and gutter reconstruction bid from County Line Concrete (Resolution No. 2026-34); awarded the 2026-2027 Mill & Fill Project to River City Paving for $378,516.40 (Resolution No. 2026-35); and approved sealcoating services to Prairie Road Builders for $37,540.12 (Resolution No. 2026-36). Boldt and Public Works representative Jon Hopson indicated the Matteson Street Parking Project is expected to start before July.
The council waived competitive bidding and approved a Storm Intake Reconstruction contract for $56,373.00 (Resolution No. 2026-39) and approved a $13,950.30 purchase of a Toro 5000 series mower for the water department from Small Engine Service, LLC (Resolution No. 2026-38); Boldt said the mower will allow the water department to maintain its own lawn and staff member Schwoob noted the need for a larger mower for the property’s incline.
The council also approved Resolution No. 2026-40 to fix a date for a public hearing on a proposed forgivable loan agreement with Midwest Legacy Beef, L.L.C.; Boldt said the company plans to move certain operations to Maquoketa on East Maple Street while leaving some operations in LaMotte and anticipates hiring additional staff. The council approved Resolution No. 2026-41 to purchase a Pitney Bowes Relay 4500 Folder/Inserter for $15,846.71 under Iowa NASPO ValuePoint procurement and approved a Citadel Use Agreement with Prairie Creek Church (the agreement moves rent to month-to-month, shifts utilities to the church and retains the basement as a storm shelter for Horseshoe Pond campers). The Maquoketa Speedway Fairgrounds event application was also approved; Council noted event times include several dates through midnight and practices to 9:00 p.m.
All of the motions and resolutions recorded in the meeting minutes carried by unanimous vote (6-0). The council set a public hearing for April 6, 2026 at 6:00 p.m. for a zoning request by Big Country Properties LLC regarding Jackson County Parcel #145183040003400. The meeting adjourned at 6:30 p.m.
