Council and staff emphasized minimizing impacts to nearby residential properties. Conditions limit the permitted work to enclosed structures already on the property, cap hours of operation to Monday through Saturday, 8:00 a.m. to 6:00 p.m., prohibit Sunday or holiday operations, and strictly limit outdoor storage. Screening by a minimum six‑foot solid fence or other city‑approved screening is required where storage or outdoor activity could be visible from residences. The permit forbids salvage or dismantling operations and restricts inoperable/unlicensed vehicles outdoors to no more than seven days within the required screened area. A maximum of two customer vehicles may be stored outdoors at any time; parts and materials must be stored indoors, and temporary outdoor staging cannot exceed 24 hours. Failure to comply may lead to permit revocation following notice and hearing.
Council Member Clint Krueger moved to approve the resolution; Council Member JoAnn Schroeder seconded. The council took a roll‑call vote: Gabrier Perez — Yes; Jim Kreemer — No; Lilah Gripne — Yes; JoAnn Schroeder — Yes; Clint Krueger — Yes. The motion passed 4–1.
The council noted the property’s proximity to residences and the need to monitor outdoor storage, noise and hours of operation. The CUP is subject to review by the city upon complaints or evidence of noncompliance.
