Henderson County approves Etowah sewer grant application, interlocal historic ordinance agreement, detention project change order and right-of-way closure

As part of its consent agenda and public hearings, the Henderson County Board approved a grant application for Etowah sewer engineering, an interlocal agreement with Mills River on the Historic Resources Landmark Ordinance, Change Order #14 for the JCAR detention project ($179,145.08), and closed an unopened 30-foot right-of-way.
At its June 3 meeting the Henderson County Board of Commissioners approved several consent and public-hearing items: staff was authorized to apply for up to $1,000,000 from the North Carolina Department of Commerce Small Business Infrastructure Grant Program to fund engineering for the Etowah Wastewater Treatment Plant; the Board approved an interlocal agreement allowing the Historic Resources Commission to enforce the County’s Historic Resources Landmark Ordinance within the Town of Mills River; Haskell/Cooper’s Change Order #14 to the Judicial Complex/Detention Project in the amount of $179,145.08 was approved to cover revised deep-foundation work (to be paid from Owner’s Contingency); and the Board approved and signed an order closing an unopened 30-foot right-of-way after conducting the statutory public hearing under N.C.G.S. 153A-241.
Grant and interlocal agreement: staff said the Etowah engineering costs are expected to exceed $1,000,000 and requested permission to pursue the NC Department of Commerce grant on a first-come, first-served basis (no local match required). The interlocal agreement followed the Town of Mills River’s April 23 vote to adopt the County’s Historic Resources Landmark Ordinance; staff does not anticipate more than one or two applications per year from Mills River.
Change order and right-of-way: Change Order #14 addresses deeper-than-anticipated helical pier depths and related foundation revisions; the $179,145.08 will be paid from the Owner’s Contingency with no additional budget impact. Following the right-of-way public hearing and absence of public opposition, Vice-Chair J. Michael Edney moved to approve the closing of the unopened 30-foot right-of-way and the motion carried unanimously.
Board action: the consent agenda (which included several of these items) was adopted by the Board earlier in the meeting; individual items described above are recorded in the minutes as approved.
