Rushford Village council adopts MN paid‑leave policy, approves holiday pay changes and reviews preliminary levy

At its Dec. 2 meeting, the Rushford Village Council approved several personnel and procedural items and worked through preliminary budget adjustments ahead of a final levy decision.
Clerk Mary Miner presented Polling Place Resolution 2025-12-02, which designates the Rushford Village hall at 43038 State Highway 30 as the polling place for village elections; the council approved the resolution by motion.
The council reviewed a final CRV MN Paid Leave Law Policy prepared by Paul Ness and voted to adopt it and add the policy to the Employee Reference Guide; council members said no changes were necessary. Hart asked whether the budget included the MN Paid Leave Law costs; Miner said it was included and calculated at 0.88%.
Council considered a revised Holiday Pay Plan for part-time employees, also drafted by Paul Ness, that removed confusing language about partial pay and clarified how holiday pay is calculated for staff who do not have a traditional five-day schedule; the council approved the revised plan and noted part-time employee Adam Johnson’s regular schedule.
On budget specifics, Clerk Miner said that after removing $30,000 for a generator and $20,000 from CDs, the proposed levy was $605,455, a 5.77% increase over last year (reduced from an initial 14.5%). Councilmember Travis Link suggested trimming CD allocations (proposing bridge and equipment CDs be reduced from $61,000 to $55,000) to further lower the levy, and members noted that declining to renew the CEDA contract would also reduce the levy to about 5%.
No final levy was set; the council scheduled the levy adoption for its Dec. 16, 2025 meeting.
