Public Works staff briefed commissioners on two related matters during the June 22 work session: a state construction agreement to resurface County Road 93 and a proposed purchase of a dedicated asphalt compactor.
Construction agreement: Staff said the county has a $500,000 state road/bridge funding construction agreement with the Alabama Department of Transportation to resurface County Road 93 from County Road 262 to County Road 91. The agreement is a reimbursement arrangement: the county would pay contractor invoices and seek reimbursement through the state. FEMA-funded slope-repair sections would remain separate from the state-funded resurfacing work.
Equipment purchase: Staff presented photos and test results comparing pneumatic-tire rollers with tandem steel-drum rollers and said the steel-drum roller produced a more uniform mat. They provided three cooperative-purchase options (A, B and C) with similar prices and differing horsepower, drum widths and warranties; staff recommended option C based on warranty and demonstrated performance. Staff warned that one vendor (option B) could not be demoed and that demonstration availability factored into the recommendation.
Funding and next steps: Commissioners asked for cash-flow and budget details. Public Works said it will return the compactor purchase to the next meeting with funding recommendations and that the county will use reimbursement mechanics for the County Road 93 work.
