Dubois County awards CCMG paving contract, advances bridge and equipment plans

The Dubois County Commissioners on Jan. 20, 2026, advanced several highway and infrastructure actions: they adopted updated 2026 hourly equipment rates, approved additional seasonal and intern hires, authorized a Cum Cap appropriation request for equipment, approved plans for Bridge 78 rehabilitation to be advertised for bids, and awarded the Community Crossings Matching Grant (CCMG 2026-01) paving contract to C&R Construction at $1,128,020.75.
Highway Superintendent Donnie Lueken told the board the equipment rates were adjusted to match current FEMA rates; the board adopted the revised rate schedule unanimously. Lueken also secured approval to begin hiring a third seasonal employee to run the boom mower and approved recruiting one or two summer interns to assist the County Engineer with culvert inspections, asphalt core sampling, and bridge oversight.
County Engineer Levi Leffert reported that Bridge 78 (CR 600 W over the Patoka River) rehabilitation plans and the project manual are complete; the project will include a rigid deck overlay and conversion of end bents to semi-integral, with a closure anticipated for approximately 60 days in late spring or summer. The board approved advertising the plans for bid with a March 2, 2026 opening.
At bid opening, four bids were read and later taken under advisement; Leffert recommended awarding CCMG 2026-01 to the lowest responsive bidder, C&R Construction ($1,128,020.75). Commissioners approved the recommendation and the contract award unanimously.
Leffert also reported the St. Anthony Road N culvert project was completed and opened to traffic on Jan. 9, 2026, and presented a list of proposed in-house and contracted bridge projects for 2026. Superintendent Lueken additionally requested authority to pursue a $400,000 Cum Cap appropriation, which the board approved to request pending County Council action.
The actions approved at the meeting set timelines for advertising and bidding on larger bridge projects and commit county staff to summer hiring and equipment funding requests to support operations and capital projects.
