Contract Planner Forrest Mandeville presented the final package — including an Approach Permit, Certification of Improvements, Declaration of Easements, DEQ approval, a fire plan, a Sage Grouse Payment Acknowledgment, conditions and stipulations, and deed covenants — and told the board the subdivision, located on East Bench Road about 1½ miles from Highway 212, had been preliminarily approved in November 2023 and that "all 15 conditions have been met." Commissioner Bill Bullock moved to approve the final plat; Commissioner Scott Miller seconded and the motion carried.
During discussion, Bullock raised the potential for water-volume impacts associated with the project. Commissioner Scott Blain asked why the approval process took two years; Steve Stapp of Western Apex said there had been an issue with groundwater monitoring and that the contractor had been slow to address it. The record includes DEQ approval and a Sage Grouse payment acknowledgment as part of the application materials.
