Melbourne council approves several budget transfers and authorizes purchase of used police car

Melbourne — The Melbourne City Council on June 10 unanimously approved multiple routine resolutions to reallocate funds for street repairs, equipment replacement and future vehicle purchases, and authorized the purchase of a used police car.
The council approved Resolution 19-06-01 to transfer the Emergency Levy balance as of June 1 ($13,691.69) plus the June payment into General Checking for street repairs in the 2019–20 budget after a motion by Council member C. White and a second by Juel. Council later approved Resolution 19-06-02 to move $2,000 apiece from Streets, Parks, Water and Sewer into a certificate of deposit — $8,000 total — to save for a future vehicle purchase (motion Juel, second Stahl).
Council also approved Resolution 19-06-03 authorizing the city clerk to certify delinquent nuisance fees to the county treasurer for collection (motion Gibbs, second Bunting). Council approved Resolution 19-06-04 to place the remainder of the FY 2018–19 water and sewer budget into savings to fund replacement of an obsolete alarm system (installed around 2003) after staff outlined options to move from the existing 4-channel radio to either an 8-channel radio system or a modern system with cellular access.
In firefighting-related budget action, council approved Resolution 19-06-05 to make payment of 36% of the remaining 2018–19 fire department budget to the Melbourne Fireman’s Association to fund gutter and eave-spout work; Washington and Logan Townships agreed to contribute their proportional shares and the clerk will bill them once invoices are finalized (motion C. White, second Vickie).
On public safety equipment, Chief Mike Ball described an available 2017 Dodge Charger from the Kansas State Patrol with about 50,000 miles and an additional 50,000-mile warranty. Council approved Resolution 19-06-06 authorizing the clerk to cash in the Police Car CD to fund a July purchase of the vehicle for $20,000 plus approximately $3,000 to outfit it with RACOM equipment. Council discussed repair needs for the 2008 vehicle and agreed proceeds from selling the old car should be placed back into a CD to seed future purchases; there will be an approximate $300 early-cash penalty for breaking the CD.
Other housekeeping business included approving building permits for Jake Randall (15 Clark Street) and Kaitlyn Randall (102 3rd Street) after staff review and the hiring of part-time seasonal mowing help, Logan Daters, per the personnel committee recommendation.
All resolutions on the agenda were approved by unanimous roll-call votes. The council adjourned at 8:05 p.m.; purchases and transfers authorized will proceed in July as clerical and procurement steps are completed.
