Burlington hires MSA to update comprehensive plan and craft parks master plan for $150,000

The Burlington City Council approved a $150,000 contract on April 20 with MSA Professional Services to update the city’s comprehensive plan and develop a parks, trails and recreation master plan.
MSA representatives Chris Jansen and Emily Houston told the council the scope includes a strong public-engagement program—night meetings, pop-up events at festivals, a project website, surveys and a steering committee—to gather broad community input. The scope also adds a downtown Burlington sub-area plan and an implementation matrix intended to feed into future capital-improvement budgeting.
MSA said the process will seek to produce an accessible, more graphical document than Burlington’s previous plan (2012) and the parks plan (1997), with frequent opportunities for staff and council to review draft action steps. Consultants said initial meetings would start in May with a targeted completion date in summer/fall 2027.
Council voted unanimously to approve the professional services agreement.
