Commissioners approve school-based health agreements, behavioral-health pay increases and an ODOT IGA
Summary
On consent, the Yamhill County Board approved agreements with three school districts for 2026–27, multiple psychiatric services pay-rate amendments, an ODOT right-of-way IGA through 2029, and a blanket tax refund order.
The Yamhill County Board of Commissioners approved a slate of routine consent-agenda items June 25, including school-based health agreements, multiple behavioral-health contractor rate increases, an intergovernmental agreement with ODOT and an order authorizing certain tax refunds.
Health and education: The board approved agreements between Yamhill County Health & Human Services and three school districts for the 2026–2027 school year: McMinnville School District and Newberg School District (each not to exceed $83,351.79) and Sheridan School District (not to exceed $139,414.50). A board member noted that primary diagnoses served in school-based clinics include generalized anxiety disorder, major depressive disorder, adjustment disorder, cannabis use disorder and PTSD, and that services focus on ages 6–18.
Behavioral-health contractors: The board approved a series of amendments increasing hourly rates for psychiatric/behavioral-health contractors effective July 9, 2026: Delta Duff to $100.82/hr (Board Order 25-231), Donald Henschel to $107.33/hr (Board Order 25-208), Andrew Nye James to $93.58/hr (Board Order 25-210), Erica Ronquillo to $93.58/hr (Board Order 25-207), and Janelle Werner to $107.33/hr (Board Order 25-365). The board also approved an amendment to administrative services with Amy Thorkelson, raising the hourly rate to $40.31 (Board Order 25-170).
Intergovernmental and finance: Commissioners authorized Intergovernmental Agreement No. 73000-00058607 with the Oregon Department of Transportation to allow ODOT to negotiate right-of-way services on the county’s behalf (effective upon execution through Oct. 31, 2029). The board also approved a blanket refund order authorizing the tax collector to issue lawful refunds to taxpayers through June 30, 2027.
All consent items were adopted by voice vote with unanimous support from commissioners present. Several items were moved, discussed briefly by the chair and approved without further public testimony; where staff provided program context (youth diagnoses, housing authority updates) it was summarized for the record.
