Rogersville planning board finds conditional use OK for Dishman Subdivision lot; aldermen to consider zoning Sept. 16

City Administrator Chad Bybee said at the Sept. 10 Planning and Zoning conditional-use hearing that stormwater and parking for a proposed commercial use at Dishman Subdivision Lot 1, 835 Watts Road, would not be a significant change from the site’s current R-3 zoning requirements.
Following that staff comment, the Planning and Zoning Board voted unanimously that the petition for conditional use met the requirements of City of Rogersville Municipal Code section 405.390(A)(1-5). The minutes record the board’s unanimous finding but do not list a mover, seconder, or roll-call tally by member.
Board members listed as present in the minutes were Tatyana Osenniy, Rhonda Anderson, Travis Trent, Karl Egly, Jeff Lee and Doug Thomas. No property representatives were recorded as attending.
The board’s approval allows mixed use on the lot subject to the Board of Aldermen adopting appropriate zoning for the site at its Sept. 16, 2024 meeting; the minutes state no additional requirements were imposed by the planning board. The decision recorded by the planning board is a recommendation/finding under the municipal code; final zoning change and any regulatory conditions will be set by the Board of Aldermen.
The agenda item was limited in discussion in the minutes: the staff technical note on stormwater and parking was the substantive justification for the board’s finding. The Board of Aldermen is scheduled to take up zoning for the lot on Sept. 16, 2024.
