Council holds public hearings and gives first readings to two zoning ordinances affecting the airport and commercial districts

Senior Planner Winston Larson (speaker 8) presented Ordinance 28-37, which would reduce minimum side-yard setbacks in the airport zoning district from 20 to 10 feet and amend a footnote to allow structures up to 18 feet where the airport district abuts residential zones. Larson told council these changes are intended to make standards more adaptable and compatible with aviation operations while aligning with the 2024 comprehensive plan; the planning commission recommended approval on April 23, 2026. The public hearing was opened at 7:07 p.m. and closed at 7:12 p.m. with no public testimony.
Larson then presented Ordinance 28-38, proposing to allow arts and vocational schools, gyms and health studios, animal shelters and animal daycare/boarding as permitted uses in certain commercial and light industrial zones. The proposal also introduces definitions and new standards for animal shelters and daycare/boarding (inside pens/kennels, setbacks from residential zoning, and waste disposal requirements) to address compatibility concerns. The planning commission likewise recommended approval on April 23, 2026; that public hearing ran from 7:12 p.m. to 7:17 p.m. and likewise closed with no public comments.
Both items were given first readings and staff noted council could adopt as presented, reject and direct further review, or modify and adopt as amended. No final ordinance adoption votes occurred at the meeting.
