Dorville council votes to ban parking on both sides of Steuart Road after residents warn of safety risks

Dorville—ity Council voted April 15 to prohibit parking on both sides of Steuart Road after residents described blocked lanes, near-misses and the risk that school buses or emergency vehicles could be impeded.
During an extended public hearing, long-time resident Sean O—Shea told the council that parking by Camino Apartments residents has "reduced a two-way street to a one-way street" and warned that "the risk for school buses or emergency vehicles becoming blocked in this single lane passage is significant." Other nearby homeowners described difficulty backing from driveways, limited sight lines on an uphill approach and fear for children once the nearby school opens.
Camino assistant manager Anna said the property management shares neighbors' safety concerns and denied any intent to create problems, telling the council the complex did not purposely reduce street capacity.
Staff presented the text amendment that expands an existing east-side no-parking restriction to cover both sides of Steuart Road from Stewart Court north to Clear View and cited three resident calls, three officer-initiated incidents and one recorded crash at the location since Camino opened in early 2025.
Council members framed the decision around emergency access and code: Council Member Henshaw noted that the International Fire Code requires a 20-foot clear lane in many response scenarios and said measured road width near the building falls short of that standard. After discussion about visual cues and enforcement, council waived first reading and then adopted ordinance A-26-04, removing a separate Park Avenue restriction from the change, directing staff to add signage and set a 30-day education period before active enforcement.
The ordinance as adopted forbids parking entirely on the specified Steuart Road segment, disallows temporary parking and does not make an emergency-parking exception. Council also agreed to study striping and curb treatments separately.
The council directed staff to install signage and run an outreach phase to alert residents and visitors to the new restriction before tickets or tows are issued.
The ordinance passed on a roll call vote with Council Members Armistad, Evans, Henshaw, Nasser and Simmons voting yes; Council Member Ray was absent.
