County officials flag state budget uncertainty and possible cost shifts for behavioral health

Board members used the meeting to flag that state budget negotiations could materially affect county behavioral‑health services and local budgets. In the meeting she said, “the description that you gave is the legislative proposal for the budget. So, that’s an agreement between the Senate and the Assembly. They didn’t have any buy‑in from the governor yet.” Wolf and other members emphasized that the legislature and governor were still negotiating and that some cuts in earlier proposals had been reversed, but funding sources remained unresolved.

Board members and staff described several anticipated impacts: a likely increase in county costs for indigent and emergency care, continued pressure on eligibility and county staffing, and the possibility that some relief could depend on revenue measures being placed on the November ballot. Members agreed to monitor developments through July and August and to coordinate with associations that represent county interests in Sacramento.
