Mendota Heights to consider $10,000 transfer to ISD 197 for school‑based food support for households affected by ICE enforcement

City Administrator Cheryl Jacobson told the council that residents and school PTAs had requested funding routed through the school district and that the City Attorney advised transfers to public corporations are permitted under Minnesota Statutes § 471.85.
Jacobson said funds, if approved, would be routed to the school district to allow teachers and school social workers to coordinate grocery shopping, packing and delivery for households hesitant to leave home. Mayor Levine said the need is immediate and visible on local PTA pages; she suggested $10,000 as an appropriate initial contribution. "This is a unique, once‑in‑a‑lifetime event, the needs are real, and providing food support would offer temporary security and enhance community resilience," she said.
Councilors pressed for guardrails. Councilor Maczko emphasized fiduciary responsibility and asked for a written distribution plan and documentation of how the funds would be used; Councilor Mazzitello asked whether existing emergency partnership arrangements in the Comprehensive Plan or with Dakota County already cover such needs and asked how organizations would be vetted. Jacobson said state statute limits transfers to public entities and that any conditions the council requires should be added to the resolution so staff can communicate them to ISD 197.
The council reached consensus to put a draft resolution on the regular agenda that would direct staff to prepare language, include any guardrails the council specifies, and return with a proposed agreement identifying the recipient school‑district mechanisms for distributing food support.
