Eldridge City Council approves wastewater fees, backs $100,000 housing match and several resolutions

The Eldridge City Council on April 6 adopted two ordinances on third reading, approved multiple resolutions and set a public hearing for the fiscal year 2027 budget.
City staff explained that Ordinance 2026-05 establishes the municipality’s wastewater fee contract and drew no substantive comment; the council adopted it by roll-call vote. The council also adopted Ordinance 2026-06 on third reading to amend the city’s brief/plan language as presented.
In fiscal matters, City staff (Nevada) asked the council to approve Resolution 2026-11 to authorize interfund transfers already budgeted in FY26, noting one change: the hotel/motel transfer to the community center will be reduced from $20,000 to $5,000 in anticipation of the community center’s operations ceasing in FY27. Nevada told the council the budgeted rollover leaves $50,000 available to support current requests.
The council also approved Resolution 2026-12 supporting an application to the Iowa Economic Development Authority for workforce housing tax credits for Ellrige Fields LLC. Nevada said the developer will apply for credits for the first two phases (100 units) rather than the 50-unit application submitted last year. “For this year’s application…they’re going to put in the first two phases, so a 100 units instead of 50,” Nevada said, and added that the city’s local match would be $1,000 per unit, for a total $100,000 match budgeted in FY27 community development funds.
Public works items advanced as well: the council accepted final work on the Le Lehi Road and 4th Avenue project (a final change order decreased the contract price by $2,070 and a maintenance bond of $658,251.54 was received) and approved final acceptance for the Fairway Circle storm sewer extension project after staff reported inspection and sign-off by the city engineer.
The council also approved an updated engagement with bond counsel Ehlers and Cooney PC and set a public hearing on the FY27 budget for Monday, April 20 at 7 p.m. in the Eldridge Council Chambers. The meeting closed with a vote to enter closed session.
