Red Oak City Council approves contractor hire, new staff position and fee changes

At its Nov. 17 meeting, the Red Oak City Council unanimously approved a consent agenda including $209,062.11 in claims, set a $300 water tapping fee, hired Echternach Construction for $56,500 in street repairs, and created a new utility customer-service position at $20 per hour.
Mayor Shawnna L. Silvius called the Red Oak City Council to order at 5:32 p.m. Nov. 17, 2025, at the Red Oak Fire Station. The council unanimously approved the evening’s agenda and then approved a consent agenda that included minutes, receipts and claims totaling $209,062.11.
The council voted unanimously to set the city’s water tapping fee at $300 under Resolution 2025-148. Separately, the council approved Resolution 2025-149 to hire Echternach Construction to perform street concrete repairs for $56,500. The motion to award the contract carried on a roll-call vote with all members voting aye.
Council also approved Resolution 2025-150 to create a Utility Customer Service and Administrative Assistant position with pay set at $20 per hour. The position was approved on a motion by Councilperson Jeanice Lester, seconded by Councilperson Adam Hietbrink, and the vote was unanimous.
Officials further approved Resolution 2025-151 to update authorized banking signatories (adding Shalters and Councilperson Jeanice Lester) and Resolution 2025-153 accepting the Annual Urban Renewal Report for FY25. The council adopted Resolution 2025-152 to participate in the Montgomery County Multi-Jurisdictional Hazardous Mitigation Five-Year Plan. All motions were approved by unanimous roll-call votes.
The actions finalize routine financial and operational items that affect city staffing, routine public-works contracting and short-term revenue collection. The council adjourned at 7:23 p.m.
