South Bloomfield council advances first readings on multiple ordinances, including cannabis moratorium

The Village of South Bloomfield council on Nov. 17 approved first readings of several ordinances, including a moratorium on the issuance and processing of permits for adult-use cannabis and an amendment to align the village code with state cannabis rules.
The moratorium, Ordinance 2025-22, passed its first reading after a motion by Councilmember Lisa McDorman and a second by Dena Cobb. The vote was 4–1, with Councilmember Ken Everts voting no. The measure halts local permitting activity for cultivation, processing and retail dispensing of adult-use cannabis while the village considers regulatory options.
Council also approved first reading of Ordinance 2025-23, which amends Section 138.02 (Adult Use Cannabis Control) to bring village code into alignment with the state code. Police Chief Michael Maynard said the amendment “aligns the village ordinances with the state code” and noted there remain unresolved contradictions and penalty questions at the state level.
Beyond cannabis, the council approved first readings on several planning and budget-related ordinances, including Ordinance 2025-24 adopting an updated land use plan for the North Gate Alliance, Ordinance 2025-25 making temporary appropriations for 2026, Ordinance 2025-26 adopting the 2025 Planning and Zoning book (a public hearing is planned for the Dec. 1 council meeting), and Ordinance 2025-27 amending the parking code to allow police to cite and tow abandoned vehicles on public streets. Chief Maynard explained the parking change is necessary because the village’s junk motor vehicle ordinance does not currently provide authority to remove abandoned vehicles.
