Commission hears first reading of Riley/Bradley Farms PD amendment; adoption set for July 14

Planning staff presented Ordinance 2026-04 on June 23, an amendment to the Riley/Bradley Farms Phase 1 planned-development (PD) agreement to incorporate 302 Bradley Ave (Lot 12) and to subdivide Lots 10 and 12 into three lots, increasing the total allowable single-family homes from 53 to 55.
The presenter (identified in the meeting as Sarah, planning staff) said the reconfigured lots comply with the PD district’s minimum lot-size standards and that staff has confirmed water- and sewer-capacity through interlocal agreements; she noted the change would also be subject to required school concurrency and applicable impact fees. The ordinance and revised preliminary subdivision plan were unanimously recommended for approval by the Architectural Review Board (ARB) on June 2 and by the Planning and Zoning Commission (PNC) on June 16, staff said.
"We reviewed all the proposed sizes for each lot, and they were all compliant with the minimum lot sizes," the planner said. The staff recommendation was that the commission approve the first reading and forward the ordinance to an adoption hearing.
A commissioner moved to approve the first reading and discussion continued; the presenter told the commission the item would return for adoption on July 14. The transcript contains no roll-call vote for final adoption during the June 23 meeting.
Next steps: the ordinance is scheduled to return for an adoption hearing at the July 14 commission meeting.
