Commission approves first reading of Briley (Bridal) Farms Phase 1 amendment to add three lots

The Town of Oakland commission voted on June 23 to approve the first reading of Ordinance 2026‑04, an amendment to the Briley (Bridal) Farms Phase 1 planned development and development agreement that will bring Lot 12 into the PD and reconfigure Lots 10 and 12 into three lots.
Contracted town planner Sarah Nassau summarized the request and the staff review. She said the project covers roughly 36 acres in the traditional‑neighborhood design district, that the newly configured lots meet minimum width and depth requirements, and that the applicant provided additional streetscape and landscape guidance to be incorporated in the design book. Nassau told the commission she had confirmed adequate water capacity and availability of sewer under the town’s interlocal agreement and that school concurrency and impact fees will apply.
Nassau noted the project had gone to the Architectural Review Board and the Planning & Zoning board; both bodies unanimously recommended approval as presented. Staff recommended the commission forward the ordinance to the adoption hearing with a positive recommendation.
A commissioner moved to approve the ordinance on first reading and the motion was seconded. The commission voted in favor by voice vote; staff said the ordinance will return for adoption on July 14.
