The Eldridge City Utility Board approved the fiscal year 2027 budgets for the water and electric funds after reviewing minor updates and larger capital planning. Board member Edington moved to approve the FY2027 budget; Hamilton seconded and the motion carried by voice vote.
Members reviewed one small mid-cycle addition — harnesses for staff PPE — that were added to a PPE line and funded by reducing the contingency. Staff emphasized that larger projects identified by the city’s engineering report (chlorine room, aerator/detention tank and clear well work) exceed the FY2027 appropriations; those projects are likely to be picked up later through SRF construction loans derived from an existing planning-and-design (P&D) loan.
Staff said the FY2027 project expenditures include $250,000 set aside for the chlorine room and related improvements; larger refurbishments could be funded with construction loans after the engineering report is finalized. Lenny (staff) is expected to present the engineering recommendations at an upcoming April meeting to clarify scope and funding options.
Board members noted that having AMI budget lines included in FY2027 does not mean the project was approved; packet allocations show AMI costs can be funded within the FY2027 budget if the board later chooses, but separate project approval is still required.
The board approved the budget and will review subsequent loan or amendment requests if they pursue construction financing for larger water-system projects.
