Committee approves several contracts and change orders for parks, drainage and pathways

Beaufort County’s Public Facilities Committee approved a series of staff-recommended contracting items covering park permitting, drainage engineering and pathway design.
Stephanie Najid (director of Land Preservation) asked the committee to approve a change order for Wood and Partners to add a Phase I archaeological assessment and to conduct bald-eagle nest monitoring after a previously unknown nest was found near the Camp St. Mary’s Park project; staff requested up to $96,002.45 plus a 10% contingency and said funding is available from the passive parks bond fund. The committee approved the change order and noted that due to threshold rules the item will still go to full council for final contract authorization.
Staff then presented an award to Jay Bragg Consulting for the Shellpoint Drainage Improvement design and permitting work; the base contract was listed at $296,832 and staff recommended a 10% contingency (approval authority up to approximately $326,000). Committee members verified that no additional budget appropriation was required to complete previously planned work.
The committee also approved a new contract for Infrastructure Consulting & Engineering to complete the 2018 pathways program; staff presented a contract amount of $1,100,000 with a 10% contingency and said the majority of this work will focus on right-of-way acquisitions and remaining design tasks.
All three items were approved by consensus with no recorded objections during the committee meeting; staff will follow up with full council as required by procurement thresholds and will return with final documents and timelines as work progresses.
