The Gaylord City Council adopted Resolution 2026‑13 accepting the low bid from ICON LLC of Dodge Center for the Casa 21 improvement project. City engineer Justin Black told the council the low bid was $1,755,481, below the engineer’s estimate of about $2.2 million.
Black said the project is a joint powers effort with Sibley County; the contract will be between ICON and Sibley County, and the county will lead construction administration. Justin reported the city’s overall share of project costs — including engineering, surveying and any land acquisition — would be about $424,000.
Council moved and approved acceptance of the bid and later approved a supplemental construction‑services agreement with SEH; the SEH contract total was about $55,000 with approximately $9,400 to be invoiced to the city for construction observation of utility work.
Council members asked about funding sources; staff said the work would be paid from water and sewer fund balances rather than by bonding.
