Reading staff say Muenberg Township will inspect Center Avenue stormwater work; city to hold stormwater-management agreement

At the start of the June 16 workshop, planning staff updated the commission on the BCIU stormwater-management project on Center Avenue and coordination with Muenberg Township.
“As a follow-up to the meeting, their developer, their consultant reached out to me... Muenberg is going to oversee the inspection and they're doing that as part of the building permit process and the city is going to do the storm water management,” planning staff member Michelle said, describing the current intermunicipal arrangement. Staff requested that Muenberg Township’s engineer provide construction inspection reports and as‑builts to the city for the record.
Commissioners said the arrangement should be memorialized so each party knows its responsibilities; staff agreed to seek written confirmation and to include conditions related to inspections and as‑builts in the stormwater‑management agreement. The commission noted that a waiver related to land development may be needed at next week’s meeting in conjunction with executing the stormwater‑management agreement.
No formal vote was taken; staff said they would continue to coordinate with the developer, Muenberg Township and city departments and bring any required waiver language to the next meeting.
