Council adopts charter assessments amendment and zoning-code changes for contractor operations and signage

Staff reminded the council that Ordinance 3-79 returned from a December public hearing and would amend the city charter (Chapter 70) to be more specific about assessable items. "Basically, what we're doing is, amending our charter chapter 70, specifically within the charter in reference to assessments, for services," staff said, noting the amendment would explicitly allow unpaid fines, fees and penalties to be assessed onto property taxes. Groko moved to adopt Ordinance 3-79 and Kufal seconded; the council adopted the ordinance and later approved a summary publication for the ordinance.
On zoning, staff presented Ordinance 3-82, which adds a definition for "contractor" (referring to Minnesota Statute 181.723, as cited in the packet) and recommends allowing contractor operations (staging/administration related to building construction) beyond industrial districts into commercial B1, B2 and B3 districts. Staff also described a commission recommendation to move from an absolute one-wall-sign rule to a percentage of building face approach and said the commission recommended allowing signs up to 25% of the building face. The council moved to adopt Ordinance 3-82; the motion carried after no public comments were reported at the commission hearing.
Next steps: staff will publish required summaries and implement the zoning-code changes after final publication.
