Council authorizes homeowner notices for sewer televising; staff to solicit lining quotes

Ty, public works staff, told the council the city proposed contracting a third party to televise properties that staff were unable to inspect last year. He said Diversified Plumbing "by far, had the best proposal" and offered a flat fee of $99 per property for televising. Staff attached a draft letter to be mailed to affected property owners giving them until May 31 to schedule inspections; the council consented to send that letter.
Council members asked how many properties had been notified and how many had applied for repairs; staff said about 28–29 properties received letters and only a couple of property owners had applied so far, noting many were waiting until spring to schedule work. Ty proposed an initial lining segment of about 790 linear feet at an estimated cost of roughly $39,500 and reported about 18,600 feet of clay sewer pipe remain in town. At present-day prices, lining all remaining clay pipe would cost roughly $933,000, he said.
Council discussion focused on phasing, funding sources, and whether to wait for updated sewer revenue after a water-rate change before committing large sums. The council agreed Ty should solicit quotes that include pricing for the full Lincoln stretch and allow the city to reduce scope if bids are too high.
Next steps: staff will mail the homeowner notice, solicit televising and lining quotes, and return with cost estimates and recommended footage for lining.
