Highland council unanimously approves reappointments, lease termination, bulk‑water transfer and TRUGrid software purchase

Councilwoman Bellm moved to approve Mayor Hemann’s reappointment of Bradley Scott to the Police Pension Board for a two‑year term expiring May 9, 2028; Councilman Napper seconded and the motion passed on a roll call vote with Councilmembers Klaus, Sloan, Bellm and Napper voting aye.
Councilwoman Sloan moved to approve mayoral reappointments of Jim Meridith, Diane Korte‑Lindsey, Marcus Alvarado, Ben Eberwein and Marshall Rinderer to the Industrial Development Commission for one‑year terms; Councilman Napper seconded and the motion passed unanimously.
On Bill #26‑63 (Resolution #2605‑3279) the council authorized the city manager to terminate the lease of 187 Woodcrest Drive with Frey Properties (the property referenced as the Senior Citizens’ Center) and to return senior center operations to the Weinheimer Building. Councilwoman Bellm made the motion, Councilman Napper seconded, and roll call vote was unanimous.
On Bill #26‑64 (Resolution #26‑05‑3280) the council approved a purchase agreement with Country Hills Water District to transfer purchase responsibility of a recently rebuilt bulk water meter at Michael Road and Veterans Honor Parkway to the city; Councilwoman Sloan moved, Councilman Klaus seconded, and the motion passed unanimously.
On Bill #26‑65 (Resolution #26‑05‑3281) the council authorized the City Attorney’s Office to intervene in a case before the Illinois Property Tax Appeal Board. Councilwoman Bellm moved, Councilman Napper seconded; the motion passed on a unanimous roll call vote.
On Bill #26‑66 (Resolution #26‑05‑3282) the council approved a sole‑source purchase of a TRUGrid Reliability and Transformer Analytic software bundle from Tantalus for $68,625 and waived customary bidding procedures. Councilwoman Sloan moved, Councilman Klaus seconded, and the motion passed unanimously.
Councilwoman Bellm also moved to accept Expenditures Report #1313 (April 18–May 1, 2026); Councilman Napper seconded and the council approved the report on a unanimous roll call vote. The meeting adjourned at 6:58 p.m.
