SPSA board adopts revisions to strategic operating plan

The Southeastern Public Service Authority board adopted revisions to its Strategic Operating Plan (SOP) at the June 24 meeting after a staff review and a roll-call vote.
Kyle Strickland, who led the review, said most edits were grammatical or conforming but highlighted substantive changes: adjusted acreage figures for the regional landfill; reallocations of responsibility for household hazardous waste, white goods and leachate operations; corrections to Portsmouth transfer station hours; addition of AMP as an offtake point; updated regional landfill capacity numbers and a mining/operating plan for Cells 5 and 6; and inclusion of an extended-hours rate schedule. Strickland said these changes align the SOP with the FY26 budget and operational realities and do not change day-to-day operations.
General counsel read the resolution that, under the post-2018 use and support agreements, permits the SOP to be updated by board resolution if approved by at least 75% of members. The board then moved, seconded and voted by roll call. One member said they would abstain because they had been out of the room for the discussion; the chair later recorded the motion as approved.
Why it matters: the SOP is the operational attachment to member use and support agreements and guides assignment of responsibilities, capacity assumptions and the rate schedule that informs member billing and planning. The SOP updates replace the prior version and will be appended as the new schedule to post-2018 agreements.
Board action: resolution approving revisions to the SOP was adopted by roll-call vote. The resolution text and adoption language were read into the record by general counsel.
