Highland council approves special-event haunted house at former JetLite factory

The Highland City Council on May 18 unanimously approved a special-event permit for a haunted house at the former JetLite factory, 620 13th Street, to run Thursday, Oct. 22 through Sunday, Oct. 25, 2026, evenings from 6 p.m. to 10 p.m.
Travis Tilton, who said he owns the old JetLite factory and is arranging the event, told the council the venue is roughly 11,000 square feet and the event will use seven large rooms with room captains and about 50 scare actors plus parking attendants. "We are thinking $20 per person, with kids under the age of six to be free," Tilton said.
City Attorney Michael McGinley urged staff and council to follow a process similar to prior large events to anticipate traffic and parking needs. Public Safety Director Carole Widman said staff "will plan for the worst-case scenario and hope for the best," and Councilmember Sloan cautioned that the event’s insurance must be adequate; Tilton said insurers will not issue a rider until about 30 days before the event. Councilmember Napper reminded the council that state inspections are required before a haunted-house attraction may open.
Councilwoman Barbara Bellm moved approval of the special-event application; Councilmember Sloan seconded. Roll-call vote: Klaus, Sloan, Bellm and Napper voted aye; none voted nay. The motion carried.
The approval includes the dates and the site as described; council members and staff noted final operational requirements will depend on a state inspection and the applicant securing the necessary insurance rider and coordinating traffic and parking with the school district, which offered use of its lot. The council asked the applicant to return with any substantial changes closer to the event date.
