Carbondale adopts strategic energy plan after council questions about pandemic and grid effects

The Carbondale City Council voted unanimously to authorize the city manager to adopt the City of Carbondale Strategic Energy Plan following a staff presentation and questions from council members.
Council member Roberts pulled the plan (item 5.5) for discussion and asked how much of a reported 14% community emissions decrease from 2019 to 2022 was attributable to a cleaner regional grid versus local reductions and whether 2022's pandemic-related lower university enrollment artificially reduced emissions. The presenter said both factors played a role, described projected emissions reductions by 2030 as model-based estimates (figures discussed as subject to update) and noted the plan's projections would need re-running with the most recent data.
Roberts also asked why the dark-sky initiative was not included; the presenter said the initiative was related but not strictly a carbon-emissions measure and the team had chosen not to constrain that separate policy area within this plan. Roberts said she was "grateful for the staff's work" and sought the underlying appendices; staff agreed to share appendices and underlying scenario details.
After the exchange, Roberts moved adoption of the resolution authorizing the city manager to adopt the plan; Council member Stanfield seconded. Roll call recorded unanimous yes votes from Lowes, Maxwell, Roberts, Stanfield, Colombo and Mayor Carolyn Harvey.
The action directs the city manager to adopt the plan and continues staff work to implement energy-efficiency, renewable-energy and outreach measures described in the plan. Council members asked for follow-up data to show how much projected reductions depend on regional grid changes versus local actions.
What happens next: Staff will provide supporting appendix materials and follow up on adjustments to projections as more recent data become available.
