Council blocks CMGC award for city hall deferred maintenance after debate on process and local participation

Springfield City Council voted unanimously to block staff from completing the Construction Manager/General Contractor (CMGC) procurement and from awarding a pre-construction services contract for the city hall deferred maintenance project.

Councilors and staff spent more than an hour debating whether to proceed with a CMGC approach, which staff said would bring a contractor onboard early to help resolve unknowns in a complex $12–$15 million renovation. Jeff Pascal, presenting the item, told the council the successful proposer's pre-construction fee is less than $30,000 and that early contractor involvement would help the city avoid surprises during the one-year construction phase. Opponents on the council and representatives of local contractors raised concerns about the CMGC contract structure, especially how a contractor's percentage markup would apply when staff later negotiates a guaranteed maximum price (GMP). Councilors also pressed for greater transparency in RFP scoring and for stronger provisions to support local subcontractor participation and economic inclusion. "I think what's best for Springfield means ... how many people are we employing with this work? How much money is staying in the community?" one councilor said during the debate.

Staff said the RFP scoring and aggregate results are posted online and described what the procurement would permit — namely, that the pre-construction award does not predetermine the later construction award and that the council would review any GMP. Nonetheless, several councilors favored pausing to consider revised RFP language and additional information from the construction community. A motion "to not authorize the city manager to complete the construction manager general contractor (CMGC) procurement process, negotiate final contract terms, and award and execute a preconstruction services contract for the city hall deferred maintenance and modernization project" passed 6-0.

What happens next: Council directed staff to take the feedback from tonight — including concerns about local workforce utilization and subcontracting — and return with options, including reissuing the RFP with modified evaluation criteria or seeking alternative consultant-based pre-construction services. Staff also noted that reissuing an RFP could delay the project and that proposals are time-limited.
