Waterloo Local board approves routine contracts, personnel and fiscal items; grants, appropriations and purchases cleared

At its regular meeting, the Waterloo Local Board of Education approved a broad set of routine and fiscal agenda items, voting by roll call to adopt contracts, personnel actions, budget items and purchases listed in the meeting packet.
Among the approvals, the board:
- Adopted a set of agreements (educational alternatives, medical billing, booster club and related learning agreements). - Approved personnel actions including one-year limited contracts for listed staff, a stipend and appointment for Jason Hook as custodian coordinator, approval of a custodian contract for Jasmine Watts (effective July 1, 2025), approval of extended days and substitute contracts, and acceptance of a resignation from the district’s speech-language pathologist. - Approved permanent appropriations for fiscal year 2026 to allow operations while grant awards are finalized this fall, and approved listed appropriation increases and fund modifications to prevent overspending. - Approved insurance renewals covering liability, crime, fleet and cyber coverage for 2025–26 (a reported ~7.5% increase over the prior year). - Accepted a recurring $4,000 grant from the University of Cincinnati to support supplies for special students. - Authorized participation in the Ohio School Council cooperative bid and approved purchasing a 14-passenger conventional bus, noting delivery could be six months to a year out. - Approved disposal of listed fixed assets and a transfer of $25,000 to the district severance fund. - Accepted donations from the American Red Cross totaling $1,000 for scholarships.
All motions were approved by roll-call votes as listed on the agenda. The treasurer presented financial highlights before several votes, noting an approximate $950,000 year-to-date deficit in the general emergency fund, an overall surplus of roughly $900,000 across all funds year-to-date, and recent Medicaid reimbursement of nearly $90,000 from FY23 final settlement. Board members approved the financials and the measures described above.
The board then voted to recess into executive session to discuss matters enumerated in statute.
