Upshur County Commission approves insurance, grant agreements and routine administrative actions

The Upshur County Commission on June 18, 2026, approved a set of routine administrative items and agreements, including authorizing publication of proposed revisions to the county's Fire Fee Ordinance and signing several grant and membership documents, the commission said.
Commissioners authorized the Commission President to sign a notice for publication of proposed Fire Fee Ordinance revisions under West Virginia Code §7-17-12. The commission also approved a WV Communities Risk Pool coversheet to a member agreement; the agenda lists the county's total annual contribution, including worker's compensation, as $218,843.00.
The commission authorized execution of a Subaward Agreement from the West Virginia Emergency Management Division for the Emergency Management Performance Grant FY24 in the amount of $28,700.00; the agenda notes this figure is a decrease from last year's $35,400.00. Commissioners approved the America250 Mural Project final report and authorized letters of support for the 18th Judicial Community Corrections Program and the Upshur County Sheriff's Department as they seek funding from the WV First Foundation. Separately, the commission approved submission of a WV First Foundation Community Catalyst Grant application from the 18th Judicial Community Corrections Program to support Day Report Centers for Upshur and Lewis counties to track recidivism.
On procurement and facilities matters, the commission approved sending a letter to the WV Courthouse Facilities Improvement Authority requesting a change in scope for the Courthouse Annex Elevator Modernization Project, and staff noted a previously tabled bid opening remains pending while the county seeks permission to complete the work in phases. The commission also approved the appointment of Michael D. Wright as a volunteer at the Lewis-Upshur Animal Control Facility and accepted the America250 mural final report.
Administrative and financial housekeeping items approved included all invoices for payment, vacation orders and listed settlements. The agenda included notices of upcoming local events, vacancies on several county boards and the cancelation or rescheduling of some items because of severe weather. The meeting adjourned at 10:50 a.m.; the next regular meeting is scheduled for June 25, 2026.
