Commissioners say contractors helped clear West Salem park; sheriff plans theft stings to measure trends

Commissioners told the Polk County Board of Commissioners on June 16 that contractors have been volunteering to clear camps in a West Salem park and asked the sheriff's office to verify whether the site remains clear.
"They told me directly that they have been down there doing it for the last few months," a commissioner said, noting the work appeared to be coordinated with the city. The sheriff said he would check the site and provide a current snapshot of conditions.
Commissioners also described growing retail security problems on East Wallace Road, including broken cameras and locks, and said some smaller stores now take additional measures after repeated thefts. The sheriff said enforcement work has included a theft sting operation and that more stings are planned: "We want to do one at the beginning of summer, we want to do one at the end of summer," he said, to measure whether thefts decrease following enforcement activity.
Gordon confirmed that during prior enforcement operations many of those arrested were homeless and that the department records housing status when people are booked. Commissioners said they want outcomes tracked so they can determine whether enforcement, business security measures or social-service interventions change trends in theft and property damage.
The board took no formal votes related to the cleanup or enforcement plans during this meeting; the sheriff said he would report back with observations and any available data.
