The Reading Planning Commission on June 27 approved preliminary and final annexation and land development plans for Reading Tech LLC's project at 415–433 Pearl Street, clearing a step toward renovating buildings for workforce training.
Jerome, planning staff, said the three‑parcel consolidation was reviewed as a preliminary/final package and that zoning approvals, lighting and landscaping reviews were largely complete. Public Works confirmed addressing and emergency services coordination; sewer planning components were under county review and the plan has a conservation district letter of adequacy dated June 16.
The applicant’s presenter described use of the north warehouse building for forklift training initially and long‑term plans to create welding training classrooms. The presenter added the project will renovate restrooms to be ADA‑compliant and convert a freight elevator to a passenger elevator if needed. “We’re in the business of transforming lives through the work that we do,” the presenter said, describing free training and long waiting lists for classes.
Staff recommended approval subject to resolving conditions in the Hawk Valley Associates review letter dated 06/17/2026 and recording of deed descriptions. Planning commissioners moved and the commission voted to grant preliminary/final plan approval; staff will confirm recordation and any remaining items prior to plan release.
The commission also discussed addresses, escrow recording procedures and the possibility of a $500 recording escrow; the applicant confirmed they will comply with recording and agreed to submit signed, sealed copies of the plans to the planning office.
