The finance commissioner presented the comprehensive budget process and announced that all budget documents and presentation materials will be posted to the city website and reviewed in scheduled department workshops.
On specific fiscal items, the finance commissioner said the retirement reserve currently totaled $255,825.94 and recommended moving $500,000 from the general fund unassigned fund balance to the retirement reserve to meet obligations. He also reported the uncommitted balance for the debt-payment reserve was $226,510.58 and recommended adding $500,000 to the reserve for payment of bonded indebtedness, citing New York State General Municipal Law provisions as the authority for such reserves.
The commissioner listed several invoice and contract items on the agenda: an authorization to pay an invoice to ePlus Technology for $64,087.58; an Avaya phone-system upgrade with a revised invoice amount of $216,793.33 (previously approved and amended); and a payment to Energy Management Associates for $4,095.88. Council members asked procedural and timing questions but did not adopt the transfers at this session; the items were placed on the meeting agenda for formal action at a subsequent vote.
Council members discussed the regular timing for reserve replenishments (typically yearly) and requested confirmation about any state-mandated percentages. The finance commissioner said there is not a known state mandate for these reserves but offered to check and report back.
