The White Bear Lake City Council adopted an updated strategic plan on June 23 and directed the city manager to develop action plans and benchmarks to implement it. City staff presented work‑session outcomes from an April 15 meeting that produced a proposed mission and vision and six core strategy areas.
The plan’s six stated objectives include: creating a safe and welcoming community; preserving downtown character and the city’s “lake life” identity; providing responsive services with fiscal responsibility; supporting and retaining city staff; and improving community engagement. High‑priority goals highlighted by staff included completing a housing‑needs assessment, pursuing ways to generate at least $250,000 in new non‑property‑tax revenue annually, completing the EAB tree removal and reforestation program (preferably with external funding), and adding communications staff.
Staff described the implementation timeline: if council adopts the plan, the city manager will develop action plans and quarterly benchmarks, department heads will provide regular check‑ins, and council and staff will reconvene in 2027 for a progress work session and update the plan again in spring 2028. Council members endorsed the plan while reserving the right to evaluate specific projects individually during future votes.
