Torrington council approves appointments, management-resolution updates and routine contracts

The Torrington City Council on June 15 approved a package of routine municipal business, including mayoral appointments, personnel-document updates and contract extensions.
Appointments: The council unanimously approved Francis Baba (R) as a regular member of the Zoning Board of Appeals (term to Dec. 14, 2027) and Larry Rabago as a regular member of the Fair Rent Commission (term to June 30, 2027).
Management Resolution: Council adopted the revised Management Resolution (June 15, 2026). Mayor Molly Spino said changes included elimination of the Registrar of Voters position, addition of an Assistant Deputy Comptroller/Senior Account Clerk, retitling Executive Secretary to Chief of Staff (a title change), and formal insertion of the Coordinator of Economic Development role (an existing staff position). Juneteenth was added to the holiday calendar, bringing the total to 13.5 holidays.
Contracts and payments: The council accepted the recommendation to extend the Miscellaneous Locksmith and Door Repairs contract (LDR-005-062124) for FY26/27 with DRF Locksmith Specialists, LLC, noting the contractor's exclusive access to the City's proprietary key system and roughly 20 years of service; rebidding is required after five years or upon a price increase. The Mayor was authorized to extend the fertilizing athletic fields contract to TruGreen Limited Partnership for $49,635.42 for FY26/27 (Park Improvements–minor account). The council, acting as WPCA, authorized payments from Fund #490 to Tighe & Bond ($4,850) and multiple payments to Wright‑Pierce Engineering totaling several invoices for projects including the Harris Drive Pump Station and Toro Siphon work; one Wright‑Pierce invoice related to the Harris Drive project is being covered by a previously received Congressional grant, not the new Clean Water funding.
Other routine business included acceptance of the Building Department reports for May 2026 and a tabled Small Cities Committee agenda item for 189 Old Burrville Road because the committee could not convene.
