The Saratoga Springs Planning Board approved a three‑lot subdivision for the former High Rock (Van Rault) Mill property after hearing a presentation from the applicant’s representative and a public review of existing site conditions.
Dave Carr of the LA Group explained the proposal would split the 3.8‑acre mill parcel into three lots, separating a gym, a church (Grace Fellowship) and office/tenant spaces so each could be conveyed independently. Tom Rowan, a property representative, said the building has been rehabilitated over the years and that cross‑lot easements will allow shared parking and access; easements previously recorded for a two‑lot division will be expanded to cover three lots.
Board members asked about utilities, building independence and maintenance of the shared parking and lawn areas. Staff confirmed that the applicant will record cross‑lot easements and that notes on the plan must show coordination with the city for street lighting service. The board reviewed the short environmental assessment form and issued a negative declaration for the subdivision under SEQRA. A motion to approve the three‑lot subdivision carried by voice vote.
The board noted standard follow‑up: final easement language, plan notes adjusting references to existing development and coordination with public works to ensure lighting is connected to the city grid.
