East Rockhill supervisors review 2026 draft budget, discuss Public Works building financing

The East Rockhill Township Board of Supervisors reviewed changes to the 2026 preliminary draft budget and discussed financing for a new Public Works maintenance building during a budget work session on Oct. 28, 2025. Township Manager Marianne Hart Morano presented the capital plan and budget updates.
Township Manager Marianne Hart Morano told the board that $950,000 in withdrawals were utilized from an available $1,750,000 allocation for the new Public Works maintenance building and that "the draw down period has closed." She said a bank payment modification is pending from the note holder and that additional monies may be needed from the general fund or from the capital improvement fund to cover debt payments. The board received a breakdown of monies to be used to fund the building but took no formal action.
Mrs. Morano also said projected insurance premium payments have been received from providers and are included in the current 2026 draft budget. The supervisors reviewed the capital plan for 2025–2030 and a summary of completed capital projects from 2014–2024; the plan was presented for review and not adopted at the session.
Board members discussed operational costs at the municipal complex, noting that the cost to empty two yard waste containers there is equivalent to one-quarter mill of real estate tax collection if private haulers are required to collect yard waste. Supervisors also noted that the Pennridge Regional Police Department 2026 budget had not yet been approved.
The board requested cost estimates for road work on Three Mile Run Road, specifically the cost to fog coat and to oil-and-chip the road and a separate estimate to apply an ultra-thin bonded wearing course. Public Works Director Jeff Scholl was listed as present; the meeting minutes indicate the board asked for those cost estimates but do not record a staff response with dollar figures at this session.
There were no public comments. On a motion by Supervisor Vice-Chair Dave Nyman, seconded by Supervisor Jim Nietupski, the meeting was adjourned at 6:44 PM. No formal budget votes or ordinance adoptions occurred at the work session.
