Mark, a committee member, reported he followed up with Street Superintendent Tom Dolf, who confirmed the department’s intent: the 4-hour minimum would apply to nights and weekends and not to hours worked adjacent to an employee’s scheduled shift. "They weren't asking for that. They were just asking for the nights and weekends," Mark said, summarizing the superintendent’s response.
Committee members discussed an example to clarify overtime pay: if an employee is requested to report to work at 4:00 a.m. when their normal start is 6:00 a.m., the two hours worked before the scheduled shift would be paid at the normal overtime rate, while the 4-hour call-out minimum applies only to nights and weekends and not to hours worked in conjunction with a normal shift.
The committee indicated the proposed wording is ready to be circulated to employees and included in the handbook distribution planned for the council meeting that evening. No formal vote was recorded during the broadcast of the meeting.
Next steps: committee staff will finalize the handbook language and notify public works employees about the clarified 4-hour call-out procedure.
