Design Review Board backs Congregation Beth El site plan for 33 Kenyon Road, 5‑0

The Waterford Design Review Board voted unanimously to recommend that the Planning & Zoning Commission approve Congregation Beth El’s site plan to locate a religious establishment at 33 Kenyon Road.
Architect David Atkinson, AIA, told the board the proposed single‑story building would be approximately 4,200 square feet with vinyl clapboard‑style siding in a light gray or ivory, white PVC trim, stone veneer wainscoting on all four sides and white columns. Atkinson said the design "maintains the residential character of the neighborhood." He said a standing‑seam metal roof will cover the front walkway and the rear door; in response to a board question he said the roof color "may be a weathered copper or dark green."
Henry Thomas, ASLA, the project’s landscape architect, described a "variable mix of species" planned around the building and parking areas to provide visual interest, calling for low‑maintenance seed mixes, including a low‑meadow mix, and plantings suitable for the stormwater basin, which will be subject to intermittent inundation.
Board member Ed Pellegri asked that the light symbol in the plan legend be adjusted so it matches the symbol shown on the plan; Mike Ott, P.E., of Summer Hill Engineers & Land Surveyors said he will amend the legend to match the lighting depiction on the drawings.
Following the presentation and questions, Pellegri moved and Joy Merrill seconded a motion to provide a positive recommendation to the Planning & Zoning Commission for application PL‑26‑8. The board voted 5‑0 in favor.
The board also handled routine business. Robert Nye moved and Pellegri seconded a procedural motion to correct the minutes’ date to February 24, 2026; the board approved it 5‑0. Pellegri then moved and Michael Elbaum seconded to approve the February 24, 2026 meeting minutes as written; that motion passed 5‑0. Joy Merrill moved to adjourn, Pellegri seconded, and the board adjourned at 4:28 p.m. by unanimous vote.
The recommendation from the Design Review Board goes to the Planning & Zoning Commission for its decision; the file notes an action deadline of May 28, 2026.
