Huxley council advances Anthem plats and backs support for workforce housing tax credit applications

Council reviewed multiple items related to the Anthem development during a work session on May 14. Developer representative Chris Gardner explained that Anthem Plat 1 covers the north 40 acres and that the Anthem Townhomes Preliminary Plat 1 site plan had been approved by Planning & Zoning; however, the commission will still need to approve the preliminary plat. Gardner told council that infrastructure for the townhomes—except water and sewer—will be privately owned and managed by a homeowners association (HOA). Council noted that the planned PUD ordinance will require additional research by staff.
On the Workforce Housing Tax Incentive application, City Administrator Dave Haugland said Gardner is working with AEDC and IEDA and will submit two applications for the Iowa Workforce Housing Tax Credit program. Haugland said the city must provide a resolution of support by June 9 and that the city would need to commit $1,000 per unit; he suggested a 1–2 year tax abatement on each building as a possible mechanism. Council reached consensus to move forward with a resolution of support.
City Attorney Amy Beattie and the City Engineer Forrest Aldrich will be involved in drafting any required documents and ensuring infrastructure and legal requirements are addressed in subsequent steps.
