West Frankfort approves surplus listings, awards mall backflow repair and rooftop unit contracts

The West Frankfort board moved several procurement and surplus-property items forward, approving surplus listings for two properties, awarding a backflow-valve replacement contract, and accepting bids for rooftop-unit repairs at the business incubator.
Council members voted to place the parcel described as 905–907 South Monroe (treated as two lots) and 510 West Midway on the surplus property list with bids due August 11. The council established a minimum bid of $1,000 for the Monroe parcel (two lots) and $500 for the Midway lot.
On infrastructure repairs, staff reported that a backflow valve at the West Frankfort Mall failed inspection and must be replaced. The low bid from LNK Fire Protection was $12,280.83; council authorized that bid over a higher $16,676 alternative.
For rooftop units at the business incubator, two bids were considered; Bailey's submitted the lower bids ($5,600 and $5,800) and the council approved Bailey's for the work. Council also approved smaller routine invoices, including $1,580 to Door Doctor of Southern Illinois for a fire-department door repair and $15,459.34 to Planscape Nursery and Landscape Service to be paid from beautification funds.
The votes on these routine procurement items were recorded as affirmative by Commissioners Warren, Stanley and Howard. Officials said purchases and bid awards were made to restore code compliance and maintain city facilities.
