Carmel Central board creates temporary hiring committee after trustees raise concerns about hiring practices

The Carmel Central School District Board of Education on June 23 adopted a resolution creating a temporary "Standard Hiring Procedures" committee charged with developing standardized steps for resume review, interviews, selection and onboarding consistent with law, board policy and collective bargaining agreements.
The measure came after trustees said they had seen repeated examples and data suggesting the district's hiring processes produced patterns that excluded underrepresented candidates and favored people with existing connections to the district. Trustee Frank Grasso said the superintendent and board had noted improvements in hiring but that "defects" remain and required repair. Trustee James Wise said the issue "requires policy" and warned that without formal procedures the process leaves too much control outside ordinary, defensible rules.
Supporters framed the committee as a policy corrective designed to restore public confidence and to produce clear, implementable hiring standards for administrators to follow. Opponents argued the board should not micromanage day-to-day hiring and that the superintendent could deliver a standard operating procedure without forming a board committee. Trustees and administration repeatedly described the effort as collaborative; the resolution states the committee will work with the superintendent.
The board voted by roll call to approve the committee. The roll call as recorded: Vice President Curzio — yes; Trustee Douglas — no; Trustee Grasso — yes; Trustee Magliano — yes; President Orser — yes; Trustee Torpey — yes; Trustee Weiss — yes. The chair said the committee should meet promptly, with two standing members (Trustee Grasso and Trustee Torpey) and one rolling member to be added by availability so work can begin before July 1.
Board members and members of the public stressed two proximate aims: produce a transparent, defensible hiring protocol so that approvals by the board are supported by a consistent record, and to examine whether past practices contributed to underrepresentation among staff. Dave Zupan, president of the Carmel Teachers Association, told the board that union procedures and contract language govern how new clubs and many stipend arrangements are negotiated, and cautioned that prolonged summer hold-ups could delay hires.
The committee will provide recommendations to the full board; the motion as passed is intended to be temporary, with specifics and membership re-evaluated at the reorganization meeting if necessary.
The board moved into other business after approving the committee and scheduled immediate follow-up meeting logistics to begin the work.
