Council holds bill to fund Bergwin Rec Center programming for two weeks amid broader conversation on 'quasi' centers

She described long community reliance on volunteers and neighborhood groups to run after‑school and summer programs and argued that the city should provide resources to open the doors when school resumes.
Council members raised multiple process questions. Council President Lavell and others noted that issuing an RFP with a specific "not to exceed" amount can anchor responses; Lavell recommended removing a capped dollar amount from the RFP language or ensuring a JD (account) number is specified and that any actual expenditure would be authorized in a separate piece of legislation. Legal staff confirmed the administration can issue an RFP without council approval but still requires council authorization to execute contracts.
Concerns about using Stop the Violence funds were prominent. Several members said the Stop the Violence account contains unallocated balances and urged a broader allocation plan; others emphasized urgency for the neighborhood, with Councilwoman Warwick saying she will return in two weeks after canvassing community members and urging the administration to act quickly.
The committee amended the measure (the dollar figure was corrected in committee paperwork) and voted to hold the bill for two weeks to allow further consultation between council members, the administration and community stakeholders.
