St. John’s Prep curb and pavement changes cleared with Negative Determination

Katie Cruz of Hancock Associates presented minor site work for St. John's Preparatory School at 65 Summer Street. The scope included resurfacing existing pavement, replacing a curb, and removing a curb jog to restore grass, resulting in an approximately 350 square‑foot net reduction in impervious surface within the 100‑foot buffer. Cruz said drainage continues to an existing detention pond previously permitted under an Order of Conditions and that no work was proposed in the 0–35‑foot no‑disturb or the 35–50‑foot no‑build zones.
Commissioners confirmed the jurisdictional area would see a slight impervious reduction and that the project posed minimal impact to wetlands. During public comment, one resident noted difficulty hearing the remote presenter and another criticized meeting logistics and low commission attendance; attendees otherwise acknowledged the project's small scale relative to other items on the agenda.
Peter Wilson moved, and Paul McNulty seconded, to close the public hearing and to issue a Negative Determination of Applicability for 65 Summer St (DCC File No. 2026‑02). The motion carried 3–0. The commission then accepted the Feb. 12, 2026 minutes and later adjourned the meeting at 8:30 p.m.
Next steps: applicant may proceed under the terms of the Negative Determination; no additional conservation permitting was imposed at this meeting.
