Seaford City Council approved Ordinance 2026-A1 on June 23 to annex approximately 18.68 acres (tax parcel 531-10.00-234.01) on the east side of Atlanta Road and to zone the parcel R2 (medium-density residential).
City staff said the annexation petition came from ARKA Assets Limited and that the state Office of Planning has accepted the city's plan of services describing how municipal utilities, policing and other services will be extended to the property if annexed. The parcel is identified in the city's comprehensive plan as a center-city growth area.
During the public hearing, resident David Haggerty (117 William Ross Lane) asked for specifics about the proposed development — "What type of houses are going to be in there? The number of houses? What's the price range?" — and whether utility rates would increase. City staff clarified that the current action is an annexation of raw land with R2 zoning; minimum lot size in R2 is 4,500 square feet, which translates to a theoretical maximum density of about 10 dwelling units per acre, and that detailed site plans and engineering will be subject to Planning & Zoning review and public notice when submitted.
The council approved the ordinance in a voice vote and later confirmed the action with a roll-call vote; all members present voted "yes." The ordinance directs the building official to secure description and plat for recordation in Sussex County and for staff to update zoning and comprehensive-plan maps as required by the city charter.
