Commissioners approve remediation contract for courthouse third floor; staff recommended PENCO

County staff presented three proposals for remediation of the courthouse third floor and bell tower during the June 23 meeting. The bids included a lower estimate from Trauma Services, a mid‑range proposal from PENCO that staff said comes with a master agreement and re‑work warranty, and a higher estimate from SERVPRO. Staff recommended awarding the work to PENCO so the county could begin immediately under their terms and warranty provisions.
Staff told commissioners the lower Trauma Services bid appeared to be a more limited scope and that PENCO’s proposal provided a detailed scope of work and a service agreement that includes remedial rework at no additional cost if remediation protocols are not met. The highest proposal — from SERVPRO — was significantly higher than other submissions.
Commissioner (S4) moved to approve PENCO as the remediation contractor in a contract not to exceed $167,000, to be funded from SPLOST contingency; the motion was seconded and approved by voice vote. Staff said the estimated project could be funded within SPLOST allocations and that borrowing from the general fund would only be considered if necessary.
Why it matters: The remediation addresses health and preservation issues on the courthouse third floor and bell tower and interacts with the broader courthouse exterior restoration, remediation and HVAC projects. Vendor selection affects warranty, schedule and any future county liability for rework.
What’s next: Staff will notify PENCO to begin work and will oversee scope and any required lead abatement or additional quotations for painting and related change orders.
