County staff to place GMASS appraisal contract renewal on consent agenda after negotiating termination clause

Hubert Sparks, the county’s chief tax appraiser, presented a proposed renewal of the contract with GMASS, the contractor that provides commercial and industrial valuation services for the Board of Assessors.
Sparks said the proposed fee structure is unchanged from the prior three-year contract. He said the agreement has already been approved by the Board of Assessors and by G‑MASS’s president, Christie Reese.
Commissioners raised concern about a 30-day termination clause; one commissioner said a 30-day exit could leave the county vulnerable if the contractor abruptly stopped providing services. Sparks said he spoke to Christie Reese, who was amenable to changing the termination notice period to whatever the county found satisfactory. County legal counsel (referred to as Miss Blackman in the transcript) said extending the notice period would be preferable.
The board agreed to place the renewal on Tuesday’s consent agenda with the negotiated change to the termination clause; no vote on the contract renewal was recorded in the work-session transcript.
